The Architecture
The record comes first. The document comes second.
Most project reporting starts with a document: what should this week's update say? Blacktide's framework starts with a different question: what does the governed record show, and what changed it? The agenda, the report, the dashboard, whatever you're reading, is a view generated from that record. It never becomes the record itself.
That distinction sounds small. It's the entire discipline. A meeting can generate confidence. It cannot generate evidence. Only the record decides what's true, and the record only moves when something real supports the move.
The Six Questions
What "on track" is being asked to answer.
Every open item on a governed project is measured against the same six questions, independently. None of them get to stand in for the others.
Has the work been completed?
Whether the physical or practical work happened at all.
Is completion supported by evidence?
Whether there's real evidence behind the claim, not just a report that it happened.
Has required acceptance been obtained?
Whether the party with real authority to accept it, an inspector, an Owner, a utility, has.
Has required approval been obtained?
Whether a decision that was required has been made, not just discussed.
Can the position be relied upon?
Whether the next step can be taken on the strength of this, or whether that would be premature.
Has the matter been formally closed?
Whether every prior question has been independently answered, not assumed because the others were close.
Owner Action, Sorted
Every open item lands in exactly one place.
Nothing sits in a vague "in progress" bucket indefinitely. Every unresolved item is sorted into a small number of categories, so attention goes where it belongs.
Needs a decision
Something only the Owner can choose or authorize. Nobody else can move this forward.
Needs evidence
The work may be complete. The proof isn't filed yet. Reliance waits for the second thing, not the first.
Needs someone outside the project
A utility, an inspector, an authority. The next move belongs to a party the project doesn't control.
Needs escalation watch
Aging, consequential, and worth leadership's attention if it doesn't move soon.
Ready for closure review
Evidence looks sufficient, but closure hasn't been reviewed and confirmed yet.
No action needed right now
Visible, tracked, and deliberately not consuming anyone's attention unless that changes.
Where This Is Going
What it will mean when a project carries this standard.
This is the direction, stated plainly rather than oversold: a mark that means something specific, and just as importantly, doesn't claim what it doesn't verify.
What it will verify
That every reliance statement in the record traces to filed, reviewed evidence, not a status update. That the same classification standard was applied on this project as on every other one Blacktide governs.
What it will never claim
Code compliance. Design adequacy. Contractor performance. Blacktide governs the record. It does not replace the professionals who do the actual work, and it never will.
