Has the work actually been done?
Is there evidence, not just a report that says so?
Has the party with authority accepted it?
Has a real decision been made, not merely discussed?
Does the current project basis support reliance on it?
Has the matter been formally closed?
A project can move without making the next decision ready.
A contractor can report progress. A schedule can show a date. A meeting can align the team. An authority response can be expected. All of those may matter. None of them automatically establish that the owner can rely on readiness, acceptance, closure, payment release or final approval.

The review is scoped to the information needed for the project question. Project records remain subject to the agreed engagement and client information-handling requirements.
More clarity without blurring authority.
Blacktide can identify missing proof, unresolved dependencies, decision needs, schedule-basis weaknesses and conditions that prevent reliance. It does not certify code compliance, approve engineering, guarantee schedule or cost outcomes, authorize payment, or replace the party that holds formal decision authority.
The boundary is deliberate: the owner gets a stronger basis for action while responsibility for delivery, technical acceptance and formal authorization stays where it belongs.
